MINUTES OF NOVEMBER 1, 1989 MEETING OF YORK NEIGHBORHOOD ASS'N
The meeting was called to order at approx. 7:30 by Michael Chiavario, acting president. 22 adults were present. After thanking Wally Dunn, Alana Shillington, the area coordinators and the persons who mowed the lawn at the Rock Hill park area for their efforts, thanking Arne Hanna, city councilman for the York Neighborhood, and briefly reviewing the history and purpose of the YNA, Michael proceeded to the agenda items:
- Bylaws: After a discussion of the need for bylaws in order to get more respect and recognition from city council, Lynn Torno and Carol Richards-Cawner volunteered to bring a draft of proposed bylaws to the next meeting.
- Election of Officers: After determining that bylaws probably need to be in place before officers are elected, the group decided to wait to elect officers until the next meeting. Janet Adams suggested that a slate of candidates be formed in time for the next meeting.
- Projects & Committees:
- ROCK HILL: Michael Chiavario, coordinator of the Rock Hill committee reported that Rock Hill is in good shape for the winter. A letter from the City regarding the $4804 grant for improvements to Rock Hill was read. The City extended the completion date for the improvements to the end of 1990, and informed YNA that it could apply for 1990 Neighborhood Initiative funds as well. Since the existing grant should cover parking, lighting and picnic tables, Wally Dunn suggested that YNA apply for 1990 funds for play equipment. Arne Hanna stated that the City is planning to upgrade Franklin Park and suggested that the old Franklin Park equipment might be moved to Rock Hill. The City objects to the YNA plan to fence Rock Hill off from Lakeway Street to discourage transient loitering in the park; the City would instead prefer to increase traffic as a deterrent. There is a possibility that the City might take over maintenance of Rock Hill (currently designated as "open space") once the park is established.
- PHONE TREE: Mary Mullen, coordinator of the block captain/phone tree committee, reported that since the phone tree plan was not working as hoped, she would create a phone tree from existing phone lists.
- TRAFFIC: Although no committee has been formed yet, there was extensive discussion of traffic problems in the neighborhood, particularly speeding on Humboldt, on James to Potter, and on Grant south of Lakeway. The City has asked residents to determine if the traffic violations are especially severe at any •particular times or on particular days, so that the City can best decide when to post traffic officers in the neighborhood to catch and deter speeders. Wally Dunn read a letter from the City regarding two alternative plans to discourage the use of Humboldt south of Lakeway as a connector from Lakeway to Samish Way; the city will present those plans at the next YNA meeting for neighborhood comment.
- ENVIRONMENTAL AWARENESS: Seven people volunteered to join Michael in forming an environmental awareness committee.
- FUNDRAISING: Although no committee was formed, there was extensive discussion of YNA's need to acquire funds to cover items like postage, Xeroxing, a $25 fee required for an environmental impact statement required before the City will release the $4804 grant. Cheryl Platt volunteered to donate free xeroxing. Fundraising suggestions included (1) dues (a preference was expressed for suggested or optional dues for those who cannot afford the full amount), (2) taking a collection at the next meeting to reimburse Mary Mullen for $35 Xeroxing costs for the last leafletting effort and the $25 EIS fee, ( 3) social fundraising events, and (4) a York Neighborhood Home Tour.
After a few other miscellaneous items, the meeting was adjourned.

Agenda will include adoption of bylaws, election of officers, presentation regarding the changes to Humboldt Street (of special interest to those living south of Lakeway, as it may directly impact how you reach your homes!!!
